Set up by the Town and Country Planning Association, the Raynsford Review was intended to be a fundamental review of the planning system in England. It even claimed to be considering whether we need a planning system at all.

Given that billing, you would expect the interim report to signal revolutionary proposals, ripping up the current planning system and replacing it with something more likely to deliver the right type and the right amount of development in the right places.

However, the report ultimately signals more tinkering with the existing system.
