The Housing Delivery Test (HDT) is one of the ways in which the government benchmarks the performance of local authorities. It compares the number of homes delivered in each council area with the number that should have been delivered over the previous three years.
Various sanctions are imposed on councils, ranging from the simple requirement for an Action Plan, through to the imposition of the presumption in favour of sustainable development - the so-called "tilted balance."
