A long-promised Devolution and Recovery white paper is rumoured to be proposing the abolition of many district and borough councils, replacing them with a single tier of county-level unitary authorities.

If the change is brought into effect, it could solve the problem of how to deal with planning for devlopment at a regional scale - an issue that has existed ever since regional strategies were abolished a decade ago.
