The new NPPF makes ambition discretionary for local authorities and this could impact on economic success.

One of the crucial changes introduced in the new National Planning Policy Framework was the introduction of new methodology for calculating housing targets.

By removing any reference to economic growth from the calculation, the change opens the door for councils to pursue housing targets that will undermine their own economic strategies.
