The planning system gets lots of criticism for its role in the housing crisis. Yet whenever reforms are proposed, they are usually limited to "tinkering around the edges."

Now we have a new government with a sizeable majority, could that be about to change? A recent report by Policy Exchange - "Rethinking the planning system for the 21st Century" - could give us a clue as to what's in store - especially as one of its authors, Jack Airey, has since taken up a new role as planning advisor in Downing Street.
