Opponents of the government's proposed reforms of the planning system are often keen to say that the planning system isn't a problem at all. In evidencing that view, they point to the proportion of planning applications which are approved, and the number of homes with planning permission that have yet to built.
While the simplicity of their arguments may be attractive to many, the numbers aren't what they seem. As ever with statistics, we need to be sure we understand what they are actually telling us before we decide what conclusions to draw.
