It’s time to be honest about planning gain and developer contributions

The system of planning gain in England is supposed to limit what developers can be asked to provide to just those things that are needed to make their proposed development acceptable in planning terms.

Yet in recent years, the government has slowly but surely shifted the system towards a more explicit system of land value capture – where the amount to be paid be developers is unrelated to the actual needs of the development.
